can a power steering rack be used unpowered in the 818 kit?
That's currently the only way to do it. Some are retaining the power steering.

Unpowering a steering rack was very common in the roadster era and has carried over into the 818.

Yes you can use the donor rack,just loop the two lines together...

...to reduce the drag from piston needlessly sloshing the hydraulic fluid back and forth through the bypass hose, which sounds like a good idea in a car which has awesome handling and feel as one of its primary goals.
The fluid wouldn't be there, but it would still be pumping air plus the drag of the seal on a now dry-er surface.

the passage of hydraulic fluid through the added tube would function as a steering damper. i wonder if it is needed? i have bought a rack to dissect and maker a better determination. requirement for a damper can only be answered by someone actually driving a completed car.
i also would like to know if the roll bar is above the seat back head rests. it needs to be substantially below in case of a hard rear end hit when you do not have a helmet on.
I drove mine a couple of miles during my glider test. I just left enough fluid in the cylinder to lubricate the seal. Only air was going in the bypass tube, So I think no dampening effect.
on your roll bar question. The roll bar is and should be above your head. The angle bar is at your head height. You need a seat that has a padded headrest. In my picture below I have a kirkey seat. The OEM impreza also has a thick headrest.
