Has anyone every set up the hood scoop like the old GTOs where it sits on the carb, seperate from the hood? Seems like it would be cool, has anyone done this? Is it workable?

It's definitely possible. You'll need an cleaner assembly, the brackets, and the scoop. On the Mustangs they are called Shaker Hood Scoops. Hold on to your wallet:

I was thinking Hemi Cuda shaker hood myself. I doubt I'll ever do it but its a good idea. It would be awesome on a flip front car like some of the guys have done.
I did a cowl-induction style scoop, and made an airbox for the air cleaner. It seals to the aluminum panel on the underside of the scoop, like a giant turkey pan. You can do this air cleaner assembly and seal it to the hood as a less incisive option.
But, I like your idea, tho you'll have to add a skirt to the scoop, as well as add height to it, so it will have a "normal" look. Go for it!
FFR MkII, bought 2004, first on the road 2005, wrecked, beaten, man-handled, cut up, butchered, sat on by HOOTERS girls, still barely street legal!
Mostly a track car now, but seen on the street on occasion!
