Black oxide will sometimes rust. Scuff your current bolts and hit them Rustoleum.

I don't have experience with black oxide 18-8, but on mild steels it's designed to hold a thin surface coat of oil which prevents the corrosion. If you clean them with solvent, that's what removes the oil and allows rust to happen. With 18-8 I'm really not sure the effect.
