Upstate NY Tuners

My Roadster build is almost complete. Can anyone recommend a shop in the Upstate NY/Albany area that can tune/reprogram my 1996 mustang PCM. The local Ford dealer won't do it. One shop that I contacted has a dyno, but said they don't actually do tuning(?) SCT told me their handheld tuner won't do the job. My car definitely needs a tune/reprograming; it is running very rich.

These guys seem to be the go to around here for dyno tuning (don't let the lame website put you off - although I've never had them do any work, I have stopped to chat with them and their lot is always packed)
