Bumpers in picture were made by Erik Hansen (33 Machine), are wired and legal for New York State Inspection (and many others I'd assume). They straddle the upper control arm and utilize a 5" bolt which I'll include.

Will sell for $175 + shipping.

Mike sold his car and not sure if he's around anymore. I know other people including me have mounted them to the upper control arm bolt. If you use a slotted bracket for your bumper you can take it on and off without removing the bolt.
