Yes, see section 4524(d) of the Pennsylvania Motor Vehicle Code:
(d) Windshield wiper systems. -- The windshield on every motor vehicle other than a motorcycle or special mobile equipment shall be equipped with a wiper system capable of clearing rain, snow or other moisture from the windshield, and so constructed as to be controlled or operated by the driver of the vehicle.
I'm getting my roadster safety inspected at a place in Pottstown. Yes, you need wipers but it can be a windshield clip on and must be operated via a switch. I found a solution on some hot rod site where it clips to the windshield frame and will plug into a power port. Once I get past inspection, it will get tossed in the trunk never to be used again.

PA requires the following to pass enhanced inspection:
- wipers - Subchapter E 175.71
- backup light - Subchapter E 175.66 (j)
- Sidepipe heatshields - Subchapter E 175.75 (b) (4)
- Hazard Lamps - Subchapter K, 175.205
- Hood scoop or projections <2" tall - Subchapter K 175.206 (c)
- bumpers - Subchapter K 175.209 (b)
- scrub line - 175.209 (c)
