Emergency brake and rear wheel spin?

I am using a 97 Mustang handle and not the F5 kit one. When adjusting the brake should you be able to spin the rear wheels freely when the brake is not engaged? I seem to only be able to get the brake to engage when I pull it all the way up. If I adjust the cable so it engages sooner it is difficult to turn the rear wheels when on jack stands and not engaged.

    Thanks

Looks like you need to find a middle ground. The wheels should be stopped withing 3.4 clicks of the e-brake between pulled. Full tension no more than 8-10.

Thanks. Will continue to adjust. Didn’t think it would be that difficult to find a happy medium.
