Is this hole available to hold the dash wings in place?

The hole is next to the door hinge.

Or is it used for something else?

I don't know what those holes are next to the door hinge. I haven't used them for anything. The wrap-arounds on the dash don't need to be attached to anything. They can just float. Bend around so they hook behind the hinges. Then when the body is installed, they'll fit inside the cockpit lip. Nothing else needed. Sounds counter intuitive maybe, but most are done this way and it works fine.

I've never found a purpose for those holes either. As edwardb said the dash ends just tuck in behind the hinges. Cut about 2 inches off of the end of the passenger side so that it doesn't get wedged against the firewall extension.

I tap these with a 1/4-20 tap and screw my dash to them.

They actually were intended to mount the dash. If you look at the ends of the aluminum dash, you can see 2 little "V"s cut in the aluminum. Your supposed to put a 90 degree bend there and then bolt it to the hole you showed.
