Mk4 - Upper Steering Shaft seems too tight when sliding into Main Steering Shaft

I can only slide my upper steering shaft in about 1 3/4" by pushing it in. It takes a little wrestling to get it back out. I am not comfortable tapping it in with a mallet for fear of not being able to get it back out. This is with no belvelle washers in place and a little anti seize on the mating surfaces.

This is the Factory Five Steering shaft assemble from for the Mk4.

    How tight is too tight?

The steering shaft normally needs to be tapped in with a mallet. It is a very tight fit.
