I'm interested in the 818 and am wondering about how to register and smog a kit car in California.
I have a BMW that has headers and is technically illegal for emissions even though it passes the tail pipe test.

It would register under the SB-100 program. Here is the link to the DMV program.

Basically, the car would be given an "emissions" exemption as a 1960 vehicle and the model year would either be left blank or given a year of "0000."

re. the process, it's actually quite "easy" if you are prepared and don't have to travel too far for the appointments.
