coupe - race or street steering rack holes

We are building a car for 80% street use, but I like a very small gap between tire and fender.
If using the bolt holes on steering rack for "street" - can you adjust the suspension down to a pretty small tire/fender gap?
I'm assuming that 'race' is too low and results in a lot of scraping the frame on driveways and such- is that correct?
Any comments on what you folks have done out there?

Note: running the power steering system w/steering rack from "complete kit" set up and 18" wheels.

use the street locations. The ride height can easily still be low, just under 4 inches on mine.
