Is this normal?? and unidentified parts...

Here are two views of the hood pin location on the chassis near the passenger side windshield. With the fender sitting properly on the sidesail we have this enormous gap. Is that normal? Or are we missing something?

In the spirit of "we're a bit lost here"... I offer this photo of parts we can't identify. Can anyone help us?

The bent metal brackets are for the front hood pins. The new design front end used different brackets.
The flat ones are for ????. I had to make a spacer to hold the fender at the right height. The later chassis had a different design of the fender perch.
