These steering column spacers allow you to collapse the steering column to position the steering wheel closer to the dash and eliminate the gap left by using the factory mounting points. The spacer allows for up to 50mm(2") of adjustment. You can get up to 1.25" by simply pressing the steering shaft into the outer sleeve; don't press it farther than this by going beyond the thick part of the shaft. You can gain more by collapsing the outer sleeves together and then you can press the steering shaft in farther, again not going past the thick part of the shaft. Access to a large press will make this easy, you can also use a floor jack under something really heavy (i.e.: semi-trailer), or some users have mentioned simply using a hammer to tap everything together.
