It seems that it needs fenders but I see a lot of Hot Rods without? Is there any way around this?

I'd start here: http://www.bipac.net/page.asp?conten...olbox&g=SEMAGA and see what it says about North Dakota requirements. Also, check the ND State web site for it's vehicle code to see what equipment is required.

I'm not getting gray, I'm adding chrome....
“Under-steer is when you hit the wall with the front of the car and over-steer is when you hit the wall with the rear of the car. Horsepower is how fast you hit the wall and torque is how far you take the wall with you.”

"If you can make black marks on a straight from the time you turn out of a corner until the braking point of the next turn, then you have enough horsepower."--Mark Donohue
Curious about the same thing in ND for a 35 truck. Hoping to be able to get around the issue. Plenty of hotrods running around without fenders. If anything I was going to make some cheapo bike style fenders to put on during inspection and remove after inspection. I guess risk getting a ticket. Where u located Mike?
I would imaging ND is going to be fairly simple like SD was for me (not a lot of rules) but I'm not sure.

I couldn't get to this page, but here's the map I used when I was looking into it. You can click on any state and see the laws:
