MD title/registration advice tips

I'm getting ready to register, or attempt to register my car. I don't yet have wipers and am planning on clamp/clip on style from Speedway Motors or similar to pass the safety portion. I plan on only one wiper and hope that's good enough. I read through the MD transportation statutes and section 22-404 talks about wipers and says........

(c) The windshield on every motor vehicle, except motorcycles, shall be equipped with a device for clearing and cleaning rain, snow, or other moisture from the windshield, which device shall be constructed to be controlled or operated by the driver of the vehicle.

(d) Every windshield wiper on a motor vehicle shall be maintained in good working order.

I did not find anywhere that the wipers need to be motorized, or electric. I'm tempted to try the manual hand swipe wiper to meet those regulations. Opinions.........or experiences from you folks who have successfully navigated the MD process.

I learned that wipers can be manually operated. At least that's the word from Auto Italia in Rockville MD. Also got tags this morning. Historic and it's registered as a 1965. Now I just need nice weather.
