What is this for? Mine is plugged at the end that I'm holding, and then is just visible where the arrow is. From that point it seems to go downwards.

My guess would be a vacuum port
Not a vacuum port. Most likely an oil pressure tap. The original WRX owner most likely has an aftermarket oil gauge installed. With the motor off, unscrew the plug and you should see oil drip out.
Be sure to put it back before starting the engine.

Label says "Earls"? It looks like previous owner ran a brake or clutch line to the rear oil galley to tap for oil pressure. Should look like this at the block (minus the sensor):

The galley plug should be M18-1.5 if you want to blank it off.

I'm OK leaving it as-is since it isn't leaking. I can't see where it is going as there are other hoses in the way. The oil pressure tapping makes sense.
