Is a side intrusion plate mandated by any SCCA or NASA rules? Just the one, driver's side?

I am thinking that both coolant tubes going down the passenger side is my preference. Some use the Breeze coolant tube kit. I am wondering if a few fittings could be eliminated if you really thought it through and built your own tubes.
Especially for me who, like Chad, has a fuel cell in the passenger area. The feed and return tubes could route through the old gas tank area. At this point I'm just speculating.
